A Labour Market Impact Assessment (LMIA) is a requisite process for a Canadian employer to hire a foreign worker in a Canada, unless the position and the foreign worker qualify for an LMIA-exempted work permit category. The Canadian government will use the LMIA process to determine how hiring the foreign worker in the Canadian position will impact the domestic labour market.
An approved LMIA means there is no Canadian citizens or Permanent Residence who can fulfill that specific role at a particular time, and therefore there is a demand for that foreign worker to fill that job position. After an LMIA is approved, then the worker can apply for a work permit and start working in Canada. An approved LMIA can support either a temporary work permit or permanent residence in Canada.
